Budget Mobile is one of the largest of the companies that provides free government cell phones. They currently operate in 16 states and they plan expansion to the states of Arizona, Massachusetts and Puerto Rico. They have distinguished themselves by being the only carrier that we are aware of that offers free phones in the state of South Dakota. Although they do not get as much attention as some of their other larger competitors, Budget Mobile deserves a long look when choosing a free cell phone.
The states that Budget Mobile operates in are: Arkansas, Georgia, Indiana, Iowa, Kentucky, Louisiana, Maryland, Michigan, Nevada, Pennsylvania, Rhode Island, South Carolina, the aforementioned South Dakota, Texas, Washington & Wisconsin. What do you get with Budget Mobile?
Budget Mobile provides all of their customers with a free phone. The phone comes equipped with all standard features like Caller ID, Voicemail and Call Waiting. The company offers one basic plan: customers will receive 250 minutes per month.
If the 250 monthly minutes are not going to be enough on a regular basis, customers can choose a $25 dollar unlimited talk and text plan. This is the cheapest unlimited talk and text plan we’ve seen from any of the largest Lifeline phone providers1, being cheaper than Reachout Wireless’ $26.50 plan.
If a customer chooses this unlimited plan, they should be sure to read the terms and conditions carefully; payments must be kept current to continue to participate in the unlimited plan. Failure to pay on time will prevent a customer from using the unlimited plan for 12 months.
Adding Money to a Budget Mobile Free Phone
It’s easy to add money to a Budget Mobile phone. Just log into your account online and you can add more texts & talk minutes with a Visa, MasterCard or Discover card. The company offers top ups in the following denominations:
- 500 voice minutes for $5
- 1000 voice minutes for $10
- 1500 voice minutes for $15
- 1000 text messages for $10
How to Qualify for a Budget Mobile Free Phone
There are two ways to qualify for a free phone. You may qualify by receiving benefits under a government-assistance program. If you participate in any of the following programs, it is likely that you qualify for a free phone from Budget Mobile:
- Temporary Assistance to needy Families (TANF)
- Supplemental Security Income (SSI)
- Food Stamps
- Senior Citizen Low-Income Discount Plan (offered by the local gas or power company)
- Low-Income Home Energy Assistance Program (LIHEAP)
- Federal Public Housing Assistance (FPHA)

You may also qualify for a free phone if your income is below 135% of the Federal Poverty Guide listed on our home page. Check with the company to see if there are higher guidelines in your state.
